Fall School on Water Science, Policy and Governance
November 7-9, 2016. School of Science and Engineering, LUMS, Pakistan

The LUMS Centre for Water Informatics and Technology will host its second School on ‘Water Science, Policy and Governance’ from November 7 to 9, 2016 in Lahore, Pakistan. This School follows the Spring School that was held in March earlier this year that attracted a large body of students, academics and professionals engaged with water management.

The aim of this teaching based school is to bring together academics and practitioners and engage them in addressing water management through a multidisciplinary approach. This is important because addressing water challenges requires water managers to apply an integrated and interdisciplinary approach, involving hydrological, economic, institutional, legal, policymaking and planning aspects.

The school is critical for building capacity in the water sector and will help to bridge the gap between academia and practice, and establish a fruitful co-operation between the academic community and industry, development agencies, NGOs, public administration, local communities, and other relevant institutions for building capacity in innovation and technology for water management.

CONTENT

For the Fall School, the thematic focus will be on water science, policy and governance frameworks and their application to the Indus Basin of Pakistan. Under the overall theme of water science, policy and governance, there will be three modules organized by the following themes

a) Transboundary Water Governance

b) Federalism and Intra state water management

c) Groundwater Science, Hydrology, Development and Management in Pakistan

Module 1: Transboundary water governance

This module will focus on understanding the legal instruments available for management of international waters as well as processes of arbitration and hydrodiplomacy that are employed to manage water use negotiations in complex river basin systems. These will be discussed in the context of climate change commitments. The examples and case studies deployed will draw on examples around the world, but will use the Indus Water Treaty as the focus.

Module 2: Federalism and Intra state water management

This module will analyse the implications of federalism for water management generally, and the effects of the 18th Amendment on water management in Pakistan specifically. Discussions on the twenty-five year experience with the interprovincial water sharing in Pakistan, as well as case simulation exercises modeling inter state water conflicts will be used.

Module 3: Groundwater Science, Hydrology and Development in Pakistan

This module will go over the basic science and hydrology needed to understand groundwater modeling. The aim will be to apprise the audience of geohydrological modeling techniques, remote sensing as well as GIS applications for sustainable management of groundwater resources. The second half of the module will use tools from economics that can be employed for groundwater optimization.

A combination of lectures, case studies, role-play simulations and discussion sessions will be used to deliver the learning outcomes for the modules. Each module will be 3-4 sessions of 90 minute contact time / session.
